The Shapeshifting Inhibitor prevents any shapeshifter wearing it from shapeshifting under their own power, regardless of where their shapeshifting abilities come from. It also makes them shapeshift into anything someone else commands them to. While it can be put on easily enough, it only comes off when its owner tells it to. It can recognize people by sight and voice, so it can’t be tricked into thinking someone else is its owner (unless that someone else can mimic the owner’s appearance and voice perfectly).
It normally responds to commands from anyone (other than the wearer) that isn’t on its blacklist, but its owner can make it only respond to commands from the people on its whitelist; it can’t be made to accept commands from the wearer (unless the wearer is its owner or on its whitelist, in which case it will always accept commands from them). Its owner can also add people to its whitelist (or its blacklist), as well as share or transfer ownership of it to someone else.
The Shapeshifting Inhibitor uses the wearer’s own powers to make them shapeshift, so it can’t make them shapeshift in any way they wouldn’t normally be able to. If their shapeshifting abilities require a verbal incantation, it will recite the incantation by synthesizing a voice as close to the wearer’s as possible. If their shapeshifting abilities require something it doesn’t have access to and can’t mimic (such as a complicated ritual or an item the wearer doesn’t have with them), it will still prevent the wearer from shapeshifting but won’t be able to force them to shapeshift. If their clothes change with them when they shapeshift, the Shapeshifting Inhibitor will also change with them; its effects will stay active even when it is changed this way.
Naturally, shapeshifters won’t normally wear a Shapeshifting Inhibitor unless they’re made to or they don’t know what it is. Non-shapeshifters might choose to wear one (or more) if they like how it looks.
